The defaults for Windows Server 2003 do not allow Windows
95 and lower
clients to log on. You need to change the LAN Manager
Authentication level.

Assuming a standalone machine rather than a DC, do the
following:

Start | Programs | Administrative Tools | Local Security
Policy

Computer Configuration | Windows Settings | Security
Settings | Local
Policies | Security Options

The setting “Network Security: LAN Manager authentication
level” is the one
to note here. On Windows Server 2003, the default
is “Sent NTLM response
only” and your DOS client doesn’t understand that.

The default under Windows XP is “Send LM and NTLM
responses”. Note that
changing this setting for Windows Server 2003 will reduce
your security, but
it should allow your DOS clients to authenticate.
