Here’s some info on the patch if you don’t know what it’s for:
On XP SP2 the number of half-open connections has been limited to 10 to reduce the spreading of worms and other harmful programs. That is not high enough for users who use many p2p apps. Windows will block the extra connections and just give this error: “EventID 4226: TCP/IP has reached the security limit imposed on the number of concurrent TCP connect attempts”. The tcpip.sys file regulates this limit and so by editing it you can remove the limit or edit the limit to change the number of half-open connections allowed.

Boot into “Safe Mode” and Copy the “tcpip.sys” file to these directories:
C:\WINDOWS\SYSTEM32\DRIVERS
C:\WINDOWS\SERVICEPACKFILES\I386
C:\WINDOWS\SYSTEM32\DLLCACHE
*Slipstream Pack for XP SP2*
This pack has the following “modified” files for XP SP2 RTM (build 2180):
* uxtheme.dll (for 3rd party themes)
* sfc_os.dll (to allow Windows File Protection to be disabled)
* tcpip.sys (disable connections limit).
They have all had the following done:
* Original file taken and hex edited to do that “function”
* CRC Header edited so Windows XP Setup won’t attempt to abort the
file copy. (mastabog’s method didn’t mention or do that – could
cause complications during setup or later on).
* File compressed to a CAB so that it supports the XP method of setup
You just need to take those files and replace it with the copy in the i386 folder of your slipstreamed XP SP2 CD
